In 1983, former Mayor Fred Owens asked the residents of Orland Park to vote into law our current form of local government - council-manager. The voters approved the 1983 referendum that created our first professional position of Village Manager.
The Council/Manager form of government was developed to combat corruption & unethical activity within local government by promoting non-political management that is effective, ethical, transparent, responsive & accountable.
Mayor Pekau wants to change Orland's current government to make himself the chief operating officer with the power & authority to run the day-to-day operations of the village AND also be responsible for policy development at the board level. This would give all power and control to Mayor Pekau & all future mayors.
